Beginning in 1997 stations were required to program at least 3 hours per week of eductioanl programming for children. Note this is by station, not network. This mandate can be fulfilled with network, syndicated, or local programming. In the past, educational meant lower ratings, so local stations have tried every possible strategy to label commercially appealing programs, notably sitcoms and cartoons, as educational. This time the FCC will be watching more carefully.
This ruling does not effect cable networks.
